An eprom is just a type of memory.. you can't make a 'robot controller' out 
of just an eprom, but it is an essential part of many microcomputer projects.
Basicly, you need a thing called an eprom programmer. I built mine from a kit 
published by an australian electronics magazine and sold by a national 
electronics retail chain. It plugs into the parallel port and you write your 
own software to control it.... there are also plenty of commercial products 
out there that do the same thing.
They're great for copying BIOS's, amongst other things. I have done bios 
updates for non-flashrom based hardware a few times.
