I don't know about all cars, but on my Peugeot 504 if you remove the key from the ignition it locks the steering wheel into place. So, if I park the car, turn the steering wheel fully to the left, and remove the key, the front wheels are stuck in that position. The front wheels can rotate freely (it's a rear wheel drive car), but towing it would be next to impossible as the car will be always pulling to the left. The above is assuming all four wheels are in contact with the ground though.
