Yes they are.  We went for a wagon ride behind a team of Belgians last Sunday
night out at Sonnenberg Gardens.  The ride was fun but I was expecting to go
around the grounds and see the lights from the wagon.  Instead they took us 
out
the gate and over into the VA hospital's parking lot and down the road!  
uess
they didn't want the horse manure on the paths the people were walking on.
