OK, it was the first thing that came to mind. Did you use it right out
of the bottle or did you cut it with a bit of water first? Sometimes it
works better thinned down a bit.

Can you use a fabric glue instead of the hot glue? I think it would
work better without the stiffness. Also, a suggestion--use just a wee
bit of fiberfill inside too; it will "hold" the spices rather than
letting them seep thru the felt. All in all, it sounds like a good
idea to me. A friend gave me a "mouse" the other day; the body was cut
from felt (flat) and another piece cut for the ears (they were
connected). A couple of slits were cut for the ears to "weave" thru;
they were held on by a candy cane underneath. A couple of small
"googley" or wiggle eyes were glued on, as was a tiny pom pom nose. This
could be made plain or fancy (2 layers, stitched or glued together, a
yarn tail, etc) and is very easy to do.
It may not be original (felt ornaments) but it's the thought that goes
with it that counts. Some of my folks more treasured ornaments are ones
the girls hand did when they were younger using felt, "tin" punch, etc.
Last year at our church ladies group, we had an ornament exchange (all
were wrapped) at Christmas. One of my friends saw the package I brought
in and grabbed it because she knew it would be a hand stitched small
treasure. Your felt ones will be equally treasured.
