Slash writers tend to do this a lot. However, there is one comment on the 
show that probably fuelled the fire. In the fifth season Episode, "A view 
From the Gallery,"  written by JMS and Harlan Ellison, G'Kar and Londo walk 
by the two station workers in one of their normal runs of argument, and the 
shorter of the two workers, (Can't remember if that's Bo or Mack) says, "So, 
I wonder how long those two have been married."

This is all that a fan fiction writer needs to spin a massive set of tales 
out into the conceptual foam of the net. Remember that slash started with 
even more spurious origins.

It doesn't make it any good or even reasonable, though.
