Why would anyone in their right mind paint over rust with expensive paint? 
I mean, it's tough enough and very time consuming to get an even
application over the entire car (I have poco experience at that) without
resorting to that.  What a complete waste!

It's very close.  I get between 17-25 in town (17 if my daughter drives)
and depending on the speed I'm travelling on the highway, the MPG varies. 
For example, at 55 the readout on the message display reads 35 with the A/C
off and 32 with the A/C on.
 
My daughter drives the way I used to when I was still drag racing. (-:
