No, it doesn't.

If I were a low to mid level, hard working, government employee who's
trying to do the best they can for the vast majority of people with
inadequate resources and a constant barrage of media attention that seems
to indicate that the it's the person at the counter who's the problem and
not the politically appointed hack with no experience who makes all the
decisions (or no decisions), I'd be a little peeved.
