Yup. Remember also that "Conspiracy" was followed by "The Neutral Zone"
(first season finale) where colonies were found to have been scooped away
from outer planets. This was all supposed to tie together. Back when
Roddenberry still had some say over the series, this new enemy was going
to be insectoid. However, at the time, even with their huge (for tv)
budget, they couldn't get reasonable special effects together to pull
off non-humanoid aliens. So the insectoid idea was dropped and the big
enemy instead became the Borg.

I believe Worf said that he had difficulty depending on others. What the
specific scenario was, I dunno. Something humbling, I'm sure.

I don't know... Picard survived Admiral (retired) Satie's inquest in
fourth season's "The Drumhead". The one who's in real trouble from
courts martial is Sisko. However, afraid to offend the Bajorans, I doubt
Starfleet will ever bring Sisko to justice.
