Not true. It is illegal to even listen to a closed 2 party transmission
such as Cellphone or Seaphone calls.

It is NOT illegal to simply listen to most other types of transmission, eg:
Police, Air Traffic, but it is Illegal to "act upon it" as you
put it.

Simply put you are not allowed to retransmit or repeat what you hear.

The law is distinct for cellphone transmissions. You are not allowed to
listen at all. (Obviously impossible to enforce.)
