Benito Mussolini coined the term, with his own meaning, which was
used as the basis for his own party's political ideology. Eventually,
his own party voted him out of office and arrested him, putting him
in jail for his bad behavior.
Germany had a cult of personality, that of Adolf Hitler. Nothing
fascist about it. Not even a political ideology, as Adolf Hitler was
an actual person.
