Technically maybe not, but just because an echo "exists"
somewhere is of no concern to the list, until it gets listed, then the
users decide!

Doesn't matter, but by the same token just because someone picks up an echo
on the echolist as 'moderator' doesn't make him "moderator", the
users do. BUT a budding moderator can earn his stripes by his actions ...
AND revive a dead echo in some cases. So there's always hope :)
