Um, no. I don't think Torchwood is well-funded. Not by the time we
see it. Most of Torchwood was destroyed by the Cybermen ("Army of
Ghosts"), Jack Harkness is running a remnant he took independent even
before the main Torchwood was destroyed.

quality, I will check to make sure said victim has this quality
immediately before the sacrifice and not rely on earlier results.
