Jonathon NO NO NO First Responders are NOT EMTs !!! I am a Va state certified EMT-C ( Cardiac Technician ) and yes the state does recognize the First Responder as just that the First person on scene NOT the Ultimate care provider. I hope this helps to clear it up for you.
