The problem here is, that while I agree with you that it is a handy tool, not
all moderators use that list.  In fact some absolutely refuse to use it, mainly
because it is located here in Z1 I think.  If all moderators would use it, then
it would make checked on who is moderator, so much easier.  As I am sure that
David will inform us, the moderator has no authority either, to remove anyone,
or tell an abuser that he/she is going against the rules etc.
