   In the pell mell headlong rush to  move all help online, Vista cannot
even display the old format .HLP files.

  Doubtless, it was really ommitted to conserve disk space for all the
crapware that OEMs load.

  The only valid reason for online help is the community-contributed code
samples, like on PHP.net.   I haven't turned the online help back on to see
whether community code samples are included now.
