I bought my dad a Bearcat scanner last Christmas at Walmart for $99.  It has 
100 channels and 11 bands.  Most of the scanners at Walmart seemed to be 
relatively cheaper than the ones at Radioshack. The cheaper ones were about 
$40 and the most expensive was $119.  I think that they were all Bearcat 
Uniden which is supposed to be better than Radioshack.  Bearcat even has a 
scanner club.  My dad's not a member, but it looked pretty interesting.  Oh!
and best of all the cellular phone channels are not blocked
