No, it is online.  You access it straight from the internet.  When you
access a site on the internet you are actually accessing someone's computer.  
For instance, I have a site that helps quilters and sewers find more of the
fabric they need to finish a quilt or some other object.  The page is done on
my computer and then placed on the server (main computer).  When someone
accesses my page they are in reality accessing my server.  All they can do or
see is what I allow them to see.  If my server is down then so is my page.

You can do a lot more on the internet than just receive messages.  However,
it is not for everyone.
