i believe the sysop gets to see every user, even if they are hidden. try it 
without sysop access..
also, you could just stick "all" in the baduser.bbs and that will prevent 
anyone from logging on with that name. easier than making a whole account 
(besides, giving friends an alias of all can be interesting when they go to 
check for new mail :) )
