First of all, it was NEVER allocated for UPS.  It was re-allocated as a 
land mobile radio band, with certain parts allocated for nationwide
licenses.
Second of all, UPS was just a front for certain manufacturers and 
groups wanting a new product line.  Small manufacturers that wanted
to get big.  Quick.
Trivia time.  Who was the FIRST licensee for a nationwide license in the
220 band?  Had their license application in way before anyone else, including
UPS?
