No, in this I think Amy is right.  Jenny definitely 'breathes' in some
sparkly vapor (the terraforming nanobots) just before she regenerates.
Whether it was strictly them, whether they triggered the Time Lord
regeneration cycle, or a combination isn't clear, nor is it meant to
be.  She could have been still recovering/regenerating on her own, and
the nanobots just finished the job, but it still moves at the speed of
plot!
