MsgTrack has a number of techniques for doing this, but the one I use is to bounce each message back to the offending node. In your example, 124/1113 would get a zillion messages saying something like "You attempted to route echomail through here, and it didn't work." I don't think the author of MsgTrack is still in Fidonet; I registered a few months ago, and got my key before he dropped out. He may still accept registrations, but if he doesn't the program will still do what you want.
