subject: Neon tetra problem...

I started a 20 gallon tank about three months ago.  So far, no big problems,
only one death, a cat pleco.
The other community members include three neon tetras, two cardinal tetras
(that are getting HUGE for their species), three painted blue jay tetras, and
three 'headlight/taillight' tetras.
One of my neons is doing this weird 'bobbing' thing sometimes.  He swims in a
jerky motion, head down-tail up.  He did it for several hours last night.  
This
morning, he's still not swimming as smoothly as the rest of them, but it's 
not 
nearly as noticable.
I seem to recall reading somewhere that there's a common tetra disease that
causes these symptoms.  Can someone refresh my memory?
