I reckon it might be a  bug...
I tried it out (under OS/2) using your way, as well as using ";" instead of
"|" (which is needed for some excercises). The manual clearly says what you
tried should work though.
I also tried poking the keys into a menu entry:
  NoDsp CLS                                     Newuser "N"
        File_NewFiles                           Newuser "New files scan" "|"
  NoDsp Press_Enter                             Newuser "N"
  NoDsp CLS                                     Newuser "N"
Without success...
