I expect they are. The government can easily convict people in
theregular court systems by planting false information, etc. It
doesn't, at this point, need the concentration camps, to take political
prisoners; and I really don't think it's ready to eliminate an entire
group of people by killing them off, at least not at this time. It
certainly has tried that in the past (with the Indians).
