I'm inclined to agree. I don't think JMS is financially selfish enough that he'd be more interested in money than in the opportunity to work on a high-quality sci-fi show like Doctor Who, as long as he had a sufficient buffer zone of money at that time to make that shift. Still, I imagine he might be wanting to show his work primarily to a US audience in order to address certain real-life social problems that have been happening in the US over the last few decades or so. So, whilst the BBC is a high quality network, it might not suit him to switch to it for the reasons I mention.
