Watcom does raw DOS, 32-bit DOS, Win16, Win32, OS/2 (16-bit and 32-bit) and
QNX, all in the same box.

The IDE is a GUI, so you need Windows ?? or OS/2 for easy use. There is a
command-line compiler with a text-mode maker if you want to be
fundamentalist about DOS.

Well, I have various Borland compilers, and Watcom blitzes them all for
quality of object code. The only thing is, you have to write the code
yourself; there is no draggy-droppy builder.
