Award Description:

To be given to the person whose casting as a bad guy just didn't work well.
Maybe there was just no heel heat drawn or maybe the fans actually cheered
this person, but for whatever reason the heel image just didn't get over.

OTTO "HACK-MAN" HEUER: Worst Heel.  I can't believe they tried to get Dawn
Marie and Eric Bischoff over as heels.

RINGMISTRESS: Steph really made me want to smash my TV.  I can remember
when she was more entertaining.  This year, she was just... there, here,
and EVERYWHERE!

DON L: Triple H, He gets pushed as a #1 heel but gets cheered and splits
the crowd and makes his opponent less over, Sorry that makes you a lame
heel in my books. 2nd goes to Stacy, she's god RVD syndrome, she can't get
booed (lol).
