It has whatever authority someone assigns to it. If a sysop gets a message
saying "one of your users has repeatedly violated the rules of my
echo, in spite of repeated warnings from me," and the sysop knows
nothing about the echo or the person, hopefully the first thing they would
do is check the list to see if that was the actual moderator. Seems like a
valuable and convenient service for everyone, without getting hung up on
the notion of "authority."
