Isn't one of the considerations you make when you move the quality of
the school system?
As a practical matter, 3/4 of the bs we have in the schools now comes
from Washington. When we accept that the central government can impose
"standards" on us we give up a concommitant degree of freedom: a
metaphor for the last 50 years.
