Does it really matter? If the majority of those who care enough to vote for a
change and then the silent majority don't do anything to object, there vote
would be an abstain and the change passed. If all of a sudden, the non voters
come out of the woodwork then another vote could be held to settle the matter.

The only issue I see is the quorum, if the majority of *C's can't be bothered
to vote then so be it, .

In most democratic elections where it is not compulsory to vote, the majority
of the votes decide an election I beleive so why should Fidonet be different?
