Here the HV distribution (which I believe was reduced from 33000 to 11000 a few years ago) is carried as three phase on the top of the poles. This runs down every second or third street as a ring supply, to allow isolation of faulty sections without cutting out too much of the area. All the stepdown transformers are three phase, and the LV supply is run as three phase plus neutral, that is four wire, with the neutral being tied to the metal of every pole.
