I just read Lee Bell's reply to this message, so I wont
try to duplicate his excellent suggestions to your question.
If you're looking for a piece of equipment that can be carried
by a diver in their BC, then I'd recommend the little yellow
marker buoy that many dive shops have available. It's smaller
than a soda can and has about 100 yards of line attached to a
high-viz plastic float. To operate, you pull the cotter pin
off of the float which releases a small lead weight. The line
unrolls and your yeloow float pops to the surface. I've used
it underwater as well as tossing it off of a dive boat as an
initial marker buoy.
Most of us also use the Day-glo Clorox bottle with a couple
of hundred feet of attached line as a great way of marking a site.
