I think it's about the right time. 1.2 gig HD are going for high
$200s these days. Pentium are starting to drop in price. VL-BUS driven HD
controllers are the standard. Now we just need to figure out how to sound
isolate the computer fan.

Likely. Be warned though that Steinberger is notorious for writing
bloated softwares for the Windows platform. I used to use Cubase for Atari
and loved it, then I got Cubase for Windows and well.. the current version
will run decently if you have a fast Pentium and lots of memory. If their
midi sequencer needs a Pentium, I don't want to think about what their hard
disk recorder runs on. Though I will admit I have no first hand experience
with Cubase/Audio, so hopefully they have a different team work on it.

Depends. Try a Turtlebeach Quad or the Roland RAP-10. Though the
RAP-10 had some brain-dead hardware design which didn't win many developer
support initially. Things might have changed since then, check with the
folks here or rec.audio.pro on usenet. I haven't keep up with audio side of
things lately, thus I am not aware of the new Yamaha card.
