Well if your cellular carrier will not program their switch to
accept both e.s.n. for the same number, then there is no lawful
way to have the two phones on that network with the same number.
Sorry about that.  If you think the cellular company should
provide this service, ask your Public Utilities Commissioner to
require them to provide it.
