Theoretically (this is not a proposal, just an observation) Regions can be
phased out as all the net-numbers are now unique.
 
However, netmail-routing would become a mess (with the majority of people
incompetent at routing, even the loudmouthers ... especially the loudnouthers)
and segment updating an even bigger mess than it was already.
