i don't see any of the members of the largest region in here sticking their 
noses into other regions or zones business... i do see them doing their own 
thing, though...

that one region would certainly win if percentages were used instead of raw 
count numbers... in fact there was a *C that tried to use that region to stack 
the deck in their favor at one time but we won't go down that rabbit hole 
today...
