It is not fake news, it is the official interpretation from the FTSC.

When I was FTSC chairman, I ruled (as mandated by FTA-1000 and FTA-1001, hunt
for the words "interpretation" and "advice") that FTS-0009 is to be
interpretated in such a way that MSGID and REPLY are two parts of one and te
same standard and when one implements part of the standard, one must implement
all of it.

Until my successor rules otherwise, that is the POV of the FTSC.

I may add that this reflects current practise. TTBOMK all implemantations of
FTS-0009 in use in Fidonet today, do both MSGID and REPLY.

[Apparently even the last of the renegades has given up resistance. ;-) ]
