Ward mentioned it almost got there then, a lot has changed in 15 years so it
may or may not get through, only way is to try and find out.

It must have been very frustrating for many who put a lot of time and effort
in that proposal to see it fail, but that's life.

Who lead this failed proposal in 2004, do you know?

I would like to see the logic behind the proposed changes.
