Umm... no.
First of all, about the only drivers you'll find for the car that are rated
at 300W or more, are subwoofers. Keep in mind that the power rating of
speakers means NOTHING except as an indicator of how much power they'll
handle (or more specifically, how much heat they'll dissipate). The amount
of power you actually crank into them will depend on the output of the amp
driving them, and a myriad of other design factors that affect power output
and how it's measured.
Secondly, you won't likely find "good" speakers for $90, period.

You want that kind of bass, you have two choices: spend several hundred
dollars to do it right the first time, or spend about a hundred for a cheap
amp and cheap subs in a cheap box, and then replace blown drivers on a
regular basis.

Seeing as I'm in Canada and you're in Australia, I can't really recommend a
PLACE. I would recommend checking your local yellow pages for car audio
specialty shops (not those "electronics superstore" dumps) and talk to a
salesman *and an installer* about designing a proper system *for your car*.
