I just looked at the P5 proposal from 2014, I am NOT surprised it got nowhere,
it would probably be called ANNOYING when 5% of Sysops can call for change and
it uses the same process of *Cs voting so it doesn't really change anything.

The process to change things is already in place, it seems no one wants to use
it or try to use it.

Maybe I missed a lot being away the last 15 years and missed something but the
changes I see don't appeal to me personally.
