Indeed, that too is annoying. The TZUTC kludge was introduced in 1997 by Odinn
S›rensen per FSP-1001. TWENTY TWO YEARS AGO! It was documented as a standard
(FTS-4008) by the FTSC in 2003. SIXTEEN YEARS ago! There is really no excuse
for not implementing it. It isn't rocket science. :(
