Unfortunately that is not how it is. The current elist keeper has shown to
be quite biased when it comes to maintaining the list where it involves
cross zone matters. The late Roy Witt once registered a bogus area with the
name of one of our local areas, which was clearly intended just to annoy
and insult. When I asked the keeper politely to remove that area from the
list, I was basically laughed at. So I returned the favor and also
registered such an area. That was met with quite some hostility from the
keeper, the area was removed immediately, and I was even threatened, by the
keeper, to be removed from fidonet if I kept doing that! The bogus area by
Roy Witt was only automatically purged from the list after he failed to
update it after he died...
