The transceive line carries the "Premix" signal (HFO - PTO) between the two units, so an HFO crystal should not be required in both units. Obviously the Band switches on both units have to be on 1.5 - 3.0 band, and the crystal switch on the R-4C would have to be on "1" or whatever socket the 12.6 MHz crystal is in and the crystal switch on the T-4XC would have to be on Norm. The T-4XC is also stretched to hit the bottom of the 160M band at 1.8 MHz. Sometimes a little touch-up of the alignment is needed to get it down to 1.8MHz.
