I didn't know that Tenet wrote the speech.  Whoever wrote the
speech is responsible for the problem along with those who approved the
speech. Tenet had objected to a previous speech

They may have gotten him to 'accept responsibility' but the problem clearly
lies with the people in the Admin who wrote and approved the speech. Esp.
since this issue had been shot down before. So who approved the speech and
did they know about Tenets earlier objections ? Why didn't the speech
writing team accept responsibility since they wrote the speech ?
