It's intentionally done this way by the original author of FMail. So I suspect it's a (kind of) fidonet standard.

FTS-0001 However doesn't specify anything about the content of the password field. But in http://ftsc.org/docs/fsc-0039.001 we read:

Type-2 Packet Format (proposed, but currently in use)
