It is two CD-ROM disks.  The license count is enforced by the server, so it 
is a full, unlimited client for all supported platforms and a server that is 
limited to two concurrent users.  Other than this two-user limitation imposed 
at the server, it is a complete set of NetWare 4.11.
In the U.S., it can be obtained for a $15 media charge from Novell 
Fulfillment, (800)395-7135.  It is also often available as a free sample from 
Novell sales offices and resellers.
