"properly formed requests for a node number" is the key phrase.
If an NC feels that insufficient or incorrect data is being provided by the
applicant then the node listing won't take place until that NC is satisfied.
OF course one could protest to the RC but in light of LL's opinions of the
procedure laid out in Policy for gaining a node number/listing I doubt that
would be any more successful.
