In order for President Reagan to reach his "600 ship" Navy (which was never reached, BTW), many ships which were scheduled for decommission weren't. A number that were already decommissioned (the Iowa, New Jersey, Missouri, Oriskany included) were ordered back into service. Because of his "vision", procurement suffered in the late 80s to today. We're currently in a state where the Navy is being shorted in the budgetary process by a significant amount. But, Dubya will probably get a ship named after him, while President Clinton will be seen as someone who "let the Navy" slip.
