Although I have never witnessed an officer commit such 
an "unlawful act" , I have heard, from others, of such
incidents occurring.  My response to you, to include those others is,
there is no way YOU could possibly know this unless YOU were in the
vehicle at the time such an incident occurred.  Police Officers have
many reasons for why they do what they do.  Because you're not a police
officer you couldn't possibly know the "reasons" for the "whys".  Me
thinks you're just a bit jealous!
