It seems the cookie files are engineered so that they don't start with "MZ"

Anyway stick a .EXE filename extension on aything and the system will try
to run it, as a .COM format file (raw binary) if it doesn't start with "MZ"

but unless something starts renaming the files or makes a special effort
cookies won't run.

a self-extracting zip file is an EXE. a self extraxting winzip file is an
EXE with the winzip zip-file icon embedded in it.

someone could make an exe with the windows text file icon in it
and it'd look like a text file to many people.
